Looks like it is unable to locate the prerequisites redistributable packages that you have downloaded and included. And if I understand you right, you have the redistributable file placed in the wrong location.

You will have to copy your redistributable files along with product and package manifest files into a folder \Program Files\Microsoft SDKs\Windows\v7.0A\Bootstrapper\Packages that VS has reserved for redistributables packages.
