I'm running SQL Server Reporting Services 2008, with Custom Authentication, and without IIS. Everything works (Report Builder, Report Server, Report Manager, etc), with one exception. I can upload arbitrary files (via Report Manager), but I can never download them again via the Report Manager (http://server/Reports). I am able to download the file via Report Server (http://server/ReportServer). When I attempt to download any file that I have uploaded, it returns HTTP status 400. One interesting note, however, is that I am able to download RDL files just fine via Report Manager. Has anyone come across this before?
