Yes, though it's not painless, and requires using PInvoke. Here's how I do it. (WinApi is a helper static class that contains PInvoke external functions definitions, along with a number of required constants. There was much more in there but I deleted the stuff that had nothing to do with getting icons for files.)

using System;
using System.IO;
using System.Collections.Generic;
using System.Text;
using System.Runtime.InteropServices;
using System.Drawing;

namespace ExtendedCF {
    public static class WinApi
    {
        #region Icons
        [DllImport("coredll.dll")]
        public static extern bool DestroyIcon(IntPtr hIcon);
        #endregion

        #region SHGetFileInfo
        [DllImport("coredll.dll", CharSet = CharSet.Auto)]
        public static extern int SHGetFileInfo(
          string pszPath,
          int dwFileAttributes,
          out SHFILEINFO psfi,
          uint cbfileInfo,
          SHGFI uFlags);
