I'm starting a new project and would like to develop some screen mocks to show to users before I'm actually designing my screens. What (hopefully free) tool would you recommend to use for this?

Pencil is nice. You can also extend it with the ExtJS stencil which is a little nicer than the standard set.

I've used balsamiq a lot. Works great and doesn't look too polished, so nobody gets their hopes up.

If you want more professional/realistic looking screenshots than those produced by Balsamiq, you could try Visio. It has a GUI component toolbar that includes buttons, combo boxes, etc.

I actually think that the rough and ready mockups produced by Balsamiq are a good idea, as it reduces the likelihood that you'll waste time polishing your mockups. However, in certain workplaces it may be expected that the mockups will look very similar to the final product.

I agree that rough Balsamiq-style mockups are a good idea. I've found that you don't want mockups to look realistic because the client/customer/approver/manager/whoever has a hard time distinguishing between a mockup and a working product in that case.

You can give ForeUI a try, it provides various UI thems for mockup, so far including Wireframe, Windows XP and Mac OS X themes.
