We often say that aspiring programmers should write programs.
Aspiring writers should write.
It may sound trite but I'm perfectly serious. Start a blog (as I recently did), answer questions on here... there are many outlets for you to improve and practice your writing.

Fluency in natural language and open-mind for technical details. This is only the beginning, since during your work you will have to spend a lot of time sitting and writing... thus patience is probably the most important thing.
