AllDayEvent timezone Exchange 2003

Hello,

I am using WebDav to create an calendar item. I would like to make my item to be an "All day event". However whenever I pass the information to the server, and verify the information in outlook, then the "All day event" checkbox is not checked. For the start and end date I set it to: 2009-05-29T00:00:00.000Z I also set the timezone to the id 13 (based on the CdoTimeZoneId Enum list).

My location is in EST (-5) timezone and the exchange server is in PST.

Do you see anything wrong with that?
