My suggestion was to establish a moderation service, which will moderate talkbacks to articles and blogs, forums posts and so on. The service will be available via an API, which will be hooked into the consumer's web site. The moderation service will be active 24/7, and payments can be done per message checked or so. This way, bloggers can leave for the weekend without having their blog spammed, web site owners will not have to dedicate their workers' precious time for that purpose, and volunteering forum administrators can focus on providing their knowledge.
And how will that do any good to the world, you ask, besides keeping the web cleaner?
Well, the moderators have to be human (in most cases). And to provide this kind of service, they can work from home. And since the requirements are having good judgment and working from home, it perfectly fits physically disabled people. Blind, old, paralyzed, whatever - as long as their brain works, they can do the job. Such a service will provide a decent living to people who otherwise have problems getting a decent job, while making the web a bit cleaner. And, from the programming aspect, I think building such a system would be a nice project...
