Lately I have been trying to make a cool website design for my website, but every tie I make one with photoshop elements I get something that doesn't look very good.. any advice on making clean and simple web designs with photoshop elements?

It very much depends on what type of website you are having or are planning to build. For example Wikipedia or SO don't have a particular or outstanding layout, just a couple of discreet colors and all elements more or less motley thrown together and that's it. In my opinion that's definitely good enough for these kind of sites with focus on speed, compatibility, usability and extensibility. However for a private or company website that is in most cases not adequate and you need to lookout for something really outstanding like the examples you find on CSSMania. A couple of steps I use to create layouts:

  • Gather all elements you want to include (menus, content, banner, feedback, print option) and write them down
  • Create a couple of nice colors for example with kuler
  • Choose a couple of free images on flickr, photocase ..
  • Layout the elements with the colors, images and start creating an own style.
  • Depending on your needs you can accompany your own style with existing ones (eg. grundge)
  • Take your time, save often, compare your results, pick what your like and don't simply copy!
