On the iPhone, if an application is over 10MB, the iPhone will not allow you to download it over the celluar data network, requiring you to either download over wifi, or via iTunes on your computer. Does a similar rule apply to Google's Android Market? If so, what is the size limit for OTA downloads?

There's currently no limit to Android Market app sizes and there's currently no restrictions on how you download an app. Also, there's no iTunes equivalent so downloading from your PC and syncing to the phone isn't possible.

That said, with the pitiful amount of internal memory on current devices and with how slow even 3G is I recommend you keep it as small as possible.
