I am thinking of taking an MSc course. I am living in Central Europe and would like a degree that is recognised internationally. I am considering the Open University sources because I will be able to work at the same time.

Are there other options for distance learning in different countries. India for example has a presence in engineering but I cant find distance learning courses there.

I am from India and there are plenty of distance learning courses but I don't know if it is for international students but I could help you find the right university if you give me some names...The best universities here probably don't offer distance learning courses maybe you can look elsewhere

The UOC in Catalonia (Spain) has a nice range of courses in English. Have a look here.

There's MIT open courseware, which will allow you to follow along with some high quality courses. Although you wont get any recognition on paper.
