VisualSVN error when renaming a form - access is denied

I am using Visual Studio 2008, Tortoise 1.6.6, and VisualSVN 1.7.7. When I'm in Visual Studio if I rename a form it gives me this error:

Can't set file 'C:\Dev\Production\Projects\Accounting\AP.Payables.svn\log' read-write: Access is denied.

And then it says: Working copy 'C:\Dev\Production\Projects\Accounting\AP.Payables' locked

I can't figure out why it's doing this and it doesn't let me rename forms within Visual Studio as a result. I'm about ready to get rid of VisualSVN and rely on Tortoise alone.
