Decrypting videos before playout using Javascript/or something else and HTML 5 Events

HI There,

we have the video in the local file system , and when the user clicks on the video the brower is lanuched. now we need to decrypt videos before playout using Javascript/or any client side technology(using activex ..etc) and HTML 5 Events. what is the best way to do this ?
