Is there an guide how to use Localization Manager?

I found this application which was recommended by some iPhone developers: link text

They say it really rocks. But: I wasn't able to:

1) Figure out which file(s) I have to download

2) How to use it. It seems to lack of any documentation or short "how to".

Maybe someone knows a blog post that shows how to install and use that tool?
