How can I create a WebService with Oracle AS?

Can I create a WebService using Oracle AS?

I found this method: http://www.di.unipi.it/~ghelli/didattica/bdldoc/A97329_03/web.902/a95453/plsqlservices.htm but that will not let me output any answer from the service.

Any ideas?
