My brother just learned flash and a little of action script, now he want to know good resources to improve his skills more and more. He want to know some good tutorials to learn from.

Note: He learned flash to help him in my web design, and add a new skill plus the web design skills he knows such as CSS, HTML, photoshop and a little programming background. So i hope these tutorials focus on web related stuff such creating web components, web sites, buttons, banners, and ads.

http://kirupa.com/ is a good resource for Flash/AS tutorials, and they have a lot of articles targeted towards beginners. Although some tutorials are a bit dated, they are very clear and well-written. They also have an active community where you can go in and ask questions.

I got started using Lee Brimelow's http://www.gotoandlearn.com video tutorials. They're free, 15-20 minutes each and cover a wide range of subjects in the Flash/Flex world. I wouldn't have the career I have today if I hadn't found that site years ago.

They're all arranged chronologically, and about half of them are AS2 based - so I'd figure out where the transition point is and just start there.
