Where can I see the information about emerging technologies ?

There are many Open source and commercial technologies are available today in the market.
Which one best suits for our requirement is one of the main thing while choosing the technology. There are other major thing like cost and efficiency which are essential in choosing the technology. So, I want to know if there some sites or some journals providing information about the emerging technologies ?

well i would say ask here (stackoverflow)or any other good dev forums for good suggestions before choosing and then read about each suggested technology .
