If I purchase a mobile which comes with Android 1.5, will I be able to update it to Android 2.2 or does this depend on the mercy of the vendor? Basically, if I purchase a Netbook, e.g. with Ubuntu 9.10, I can update it without problems to Ubuntu 10.04.

Depends on the carrier and the vendor. Some phones are not hardware compatible with 2.2 while others are. In some cases if the carrier you are with does not plan to perform an OTA update for your phone, if you are willing to void your warranty, you can head to a site like XDA-Developers and see about upgrading your phone manually.

It depends on the vendor. Or if its one of the main vendor you can be in luck and found a big community that will cook customized rom. Best place to go check it out is XDA forums http://forum.xda-developers.com/

Of course the usual recommendations are in order: DONT FLASH YOUR PHONE IF YOU DONT KNOW WHAT YOU ARE DOING !!

As a owner of a rooted and customized Htc desire and having rooted and cooked an Acer Liquid i am in complete love with Android devices :D feel free to ask more if you need more help!
