Is MS Access the best, or is there something better? Is there something more rapid?

MS Access the best? Hardly. If it was, there would have been no reason for Microsoft to turn Sybase into SQL Server.

MS Access was intended to be a single-person desktop database for people who knew nothing about relational databases. They didn't have to know SQL well. It's not the best for all purposes.

Rapid depends on your skill, not necessarily the tool.

I think the poster was referring to the RAD capability rather than the storage.

You asked which one is "better". The metric for "best" needs to be established first. And, as usual, it depends on your skill with each tool. JDeveloper? Who on earth uses that anymore?
