sharepoint--custom cas--request failed

Question

When i add

then my webpart doesnt works. It gives Request Failed.

If i add Unrestricted="true" then it works.

After that if i removed Unrestricted="true" then also it works. I have to add it one time, after that if i removed it then to it works. So why this happens?
