I am working on an AIR application that I hope to offer to small businesses in the next year or two. I think Flex/AIR are great technologies, being cross-platform is very important to me, etc. Besides enterprise apps, is anyone developing applications in AIR that 'regular people' are buying? If so, which ones? If not, why not?

I think the reason you haven't seen many consumer-facing offerings for AIR is that the runtime is not yet widely installed. In an enterprise environment, it's easy to work with IT to make sure the runtime gets rolled out in an OS update. However, Flash Player does support "seamless install" of Adobe AIR and your application through some very simple APIs:

You can sell your AIR application from Adobe's marketplace itself. Its a good platform where developers put their best work.

you can visit here AIR marketplace
