I mean by that, for a small app, what would be the best database, best IDE, best language, best tools and easy to deploy?

Of course it would be subject to what you are after exactly, but I would suggest looking into Adobe AIR. You can develop an AIR application using Flash/Flex (Actionscript 3) or TML/Javascript (AJAX). Adobe AIR takes advantage of SQLite.

One of the biggest benefits of using AIR is that the SDK and all the tools you need do develop on the platform are free. You don't need the Flash or Flex IDEs to build an AIR application.

AIR application are deployed to the desktop, but need the user to have the Adobe AIR runtime player installed.

Are there SDKs that aren't free on PCs still? I know consoles still cost big bucks, but I was under the impression you only ever pay for tools on desktops now-a-days.

You could look at using Firefox/XULrunner and the built in sqlite functionality. That would be pretty lightweight, it would just JavaScript and XUL.

Create, edit, delete, search, update, graphs and reports.

Visual Studio for windows, JDeveloper for non windows.

I like drag and drop, so i use these tools.
