You can use Netbeans. It has an application template for SOA and even offers a free application server called Glass Fish and the legend Apache web server.
the MULE project (http://www.mulesource.com/products/) is most likely the most comprehensive free ESB/SOA projects around. There are several components that work together to provide a complete ESB and Integration platform. Here we use TIBCO but it is a very pricy commercial package.

No, there is no good open-source SOA management platform similiar to Amberpoint, SOA Software or Actional.
One of the previous posters mentioned Mule, however, the product you would want there is called MuleHQ (the management platform) and if you read the fine print, it states 'Mule HQ is only available as part of a MuleSource subscription.'
The other two posts do not offer tangible products, only links to information on SOA management. What you are looking for is platform (and application-server) independent SOA management platform and that is a niche that open-source has not yet filled.
Under membrane-soa.org you can download a monitor and registry. The registry features the following Web Services Monitoring cabilities:
* WSDL contract monitoring
* Web Services availability monitoring
* Root cause analysis of service failures
* Gathers performance metrics for SLA checks
The monitor offers:
* Rule based SOAP routing
* URL rewriting in WSDL documents
* Performance data about round trip times
* Min., max. and average time
Both tools are open source under the ASF 2.0 license.
Check out JaxView from managed methods. Its not open source but its very cost effective and compares well with SOA software Amberpoint and Actional at a fraction of the cost.
