By default zoom in Safari is text only. Is there way to change to "full page zoom", in which images are zoomed as well? Or better yet, preserve existing "text only" zoom and also allow full page zoom for people who want it?

Full page zoom is the default on Internet Explorer 7+ and Firefox.

If on a Mac, hold down the ctrl key and scroll up or down to zoom in/out (works anywhere, not just Safari). You can tweak the behavior of moving around a zoomed screen in the mouse preferences

yah just hold the Ctrl key down and roll the mouse wheal forward to zoom in or backward to zoom out

There is a wonderful safari extension, SafariMagnifier, which can set default zoom-in scale for every page.
