No global garbage collection in 4 days verboseLog

On analyzing my 4 days log of verbose, I get this Number of Global Garbage Collection: 0 Number of Scavenger Garbage Collection: 492

that's all?

My tenured area is continuously full and memory leak is occurring. No GC attempt has been made to clear the memory Nursery area is always almost free/ empty (reason for low scavenger calls)

If OOMException is there, tenured area is full (more than 1800MB), why isn't Global GC is getting called by JVM

Jvm option used: -Xmx2048 -Xms1024 -Xgcpolicy:gencon config: IBMJava JDK5, IBM AIX pSeries
