HTML editor with fixed (uneditable) regions and ability to add/remove and reorder editable regions

Question

Before I start to develop an online WYSIWYG HTML editing solution which can take templates that have locked regions, regions where sections of predefined HTML can be added, removed and re-ordered (much like DreamWeaver template functionality), the editable regions will be edited with an out of the box solution such as the CK Editor or the TinyMCE editor.

I would like to know if anyone is aware of an out of the box solution or anything open source that is already out there that I can manipulate for my needs?

TinyMCE supports plugins, noteditible blocks.

you can build some plugins for the templates.

Someone seems to have created a plugin for editable regions for tinymce, although I haven't tried it out myself; http://tinymce.moxiecode.com/punbb/viewtopic.php?id=14211
