You mean how to enable it I guess ? Make sure you've got the latest FlexSDK installed. You may have to add textLayout.swc to your class-path as well.

thank i am flex4 sdk and flashDevelop 3.0.4 RTM my purpose is how to use a 3 swc (as library) to create a textFlow and add my own text formate so how to add arabic textFlow to support rtl text?
