I have seen many static webpages having two variants of file extensions, which one is preferred and why there are two?

It doesn't really matter at all, though HTML is by far the most common.

Tne 'file extension' htm has been used when filenames had to comply with an 8.3 format: 8 characters and 3 in an extension.

This isn't really necessary any more, unless you're using DOS tools to create web pages.
