Table looking differently in IE and mozilla

Hi all,

I am having table created in html it look proper in mozilla but not in IE7

I think this issue is related to 

<!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd"&gt;

can any let me know how this affects the pages
