Is there a free tool to manage/write test plans? At the moment my firm uses an excel spreadsheet, but it's less than Ideal.

I'm not talking about Unit tests but functional testing.

If there isn't a Free peice of software available what features should such software have. What needs to be recorded. Becuase I might just build something myself if I can't find anything suitable.

I think this is not quite what you are looking for but at tigris they have the Readyset documentation templates and those cover the whole gamut from requirements to testing

Hey. Test plan, is not Test Case, nor a Test Script. For test plan you need word. Check at least this definition of test plan form wiki.
For test cases you need tools like Testlog or Quality Center but they are commercial. Try to google it, you should find few for free/cheap.

Microsoft Word (not really free, but installed on most office computers)

my point is a a test plan is pretty basic, its just about writing a word document really

I would like to suggest a tool I have been developing TestLodge - Test Case Management Tool

TestLodge is a relatively new hosted tool that is designed to be a lot simpler than traditional software by only providing the essentials to get the job done well. The system focuses on helping you create your test plans, creating and managing your test suites, requirements and cases along with allowing you to easily perform multiple test runs and generate reports.

This is a commercial product, but it does have a free price plan that may fit your needs.
