What technology or technologies would you choose to devolop a simple web-based image drawing application alike MS Paint?

If looking for bitmap editor, <canvas> tag is useful, if you require a vector editor you can use SVG. But if you need something fancy, I recommend using Flash and action script.

Yes it's pretty easy for browsers which support canvas.

Unfortunately, there are browsers that doesn't support canvans.
