Not sure why you've tagged javascript - I can't see anyone implementing a multilanguage website in javascript! And you may be hard pushed to find a big multilanguage web site which is still in ASP. And even if you did, what you see in your browser probably won't be a great help in working out how they have implemented the server-side.

In short, your question is rather vague, and thus so are the answers.
