It's just a "funny" 404 page.
Sites are free to present whatever page they like. These folks thought you might get a smile out of this page.
The 404 itself is displayed when a page isn't found, i.e. a link leads to a non-existent page. That, in turn, is usually the fault of the Web site designer who forgot to check all his links.

Sometimes people post links to questions on stackoverflow.
Sometimes questions on stackoverflow get deleted, for various reasons.
Sometimes people make typos in the links.
When these things happen, SO returns an HTTP 404, with that funny picture.
