I would like to use table rates to specify shipping prices for UK, Europe and Rest of World.
Is there an established .csv file I can use, where each county code is in one of the 3 above areas?
This is what I’m trying to achieve…
UK: £3.50 normal £6.50 special
EUROPE: £4 normal £9 special
REST OF THE WORLD: £6 normal £12 special

Alternatively, in the shipping rates section of your control panel choose to export the current shipping rates, even if you have none -- this will give you a template to start from.
You need a multiple table rate solution for this - see Webshopapps Matrixrate on Magento Connect which is a community extension that has had over 8000 downloads and is certified bug free.
