Flashdevelop is also a nice program for actionscript programming.

Flash Develop does not have a SVN extension/plugin. Personally I suggest using Flex Builder and only work with actionscript projects, though it looks like the the OP is not interested in flex builder.

You could also try FDT plugin with eclipse. Easy to intergrate SVN etc. Just expensive to buy is its main downfall.

There are 3 (commercial) VS plugins for Flex dev:

I have no idea what they are worth but Neutron does not support Actionscript 3/Flex.

As suggested there is the free and opensource FlashDevelop IDE which is inspired by Visual Studio:

Congrats to SteelSapphire for the launch of Amethyst Professional this past Monday. Looks to be a great Flash/Flex development environment for Visual Studio. Looking forward to completing the Amethyst WebORB integration for end-to-end development, debugging and deployment inside Visual Studio!
