Pre-emptive justification: You need to fiddle with icons when programming, so this counts as a programming question, right?

Do you know of any good freeware applications that can browse the contents of Windows Icon Library (.ICL) files? I'm not interested in simple extraction. I'm looking for explorer-like browsing within libraries and good display of different icon formats.

I've always used Microangelo. It's not free but the 30-day eval is usually sufficient for what I need.

I found the awesome MiTeC Icon Explorer for this. It is very fast, and its presentation is perfect. Not to mention very portable (single exe).
