Need an image server to query FITS (astronomy) or general image files

I would like a system that is able to query FITS files. If it doesn't work specifically with FITS files that is ok. I can write extra code.

Basically FITS files are image files that are used in astronomy.

I need to be able to query an existing set of files, as well as index the metadata in the files, search the index of metadata, upload files to the server.

Can you recommend an open source package that will do this.
