My company isn't big enough to necessitate a full time QA person. We are building a large-ish web site for a client and would like to use a 3rd party to QA it. The site supports a lot of user generated content and we're looking for someone to go through and try it all out and make sure everything is firing like it should.

If you're a fairly small company and this is a one-off project, I'd recommend going through your contact list and hiring a contract QA engineer to work at your office,or at least in your time zone. The benefits of better communication will probably lead to a quicker completion time for the project than if you use an outsourcing company, so the costs should be comparable.
