I'm creating a small trivia site and would like to know if anyone has insight as to how I could categorize the trivia questions/quizzes so that it does not hinder the "typical browse around and answer questions" type of user, as opposed to one who uses the search engine to explicitly find trivia of interest. Trivia content will be created by users.

Creating a fixed hierarchy of categories is simple enough, but seems a bit stale, and I foresee some issues during my initial project stages when a user tries to create a question but the desired category does not exist

Another method, perhaps, would be to have a fixed top-level of categories, with tagging used to further subclassify the trivia. I suppose my main issue with this is that questions of vastly different content may share similar tags(eg. Transformers could be about the animated series/movie, or about the electronic device).

Can anyone point me in a direction that might satisfy the needs of this webapp?
