Microsoft provides some pretty extensive APIs (see here) for their translation service. I believe Google does as well. I don't think you'll find one that works entirely offline, for a couple of reasons.

First of all, I know for certain that the Microsoft translator accepts user feedback to help improve the automatic translations (I think the Google one does, too, but I'm not familiar with that). So an offline solution would lose all of those benefits.

Secondly, Microsoft and Google have put a lot of engineering effort into their solutions, so they're unlikely to want to give it all away for nothing at this stage (maybe one day?)...
