I have been research tihs topic in web for a while and i want to make a webbased strategy game which can be fast and efective. But my game will not be a graphical game. my game will be like that players will make castles armies, ships etc. Then players going to battle with each other. So ı am stuck with java or php. I dont know php as well

Java gives you more flexibility, you can place your game inside an applet and do whatever you want. On the opposite side your applet will probably need to connect to your game server (that won't be just a web server) so game protocol will be somehow more complex.

But choosing PHP will limit your possibilities because you will need to use AJAX and HTML/CSS intensively to make your game GUI work fine..

It mainly depends on the game: if it's real time an applet will be necessary, otherwise you can try just with plain PHP (to do more static things like travian)

Applications often require many libraries. I highly recommend BulletML for bullet patters. There are other libraries that can be found here, like this Lightweight Java game lib. You could also try borrowing code from existing games to create new libraries for your game. For instance Aranne RPG's multi-player engine maybe useful to you.
