Convert latitude\longitude to screen points

I have a table with columns NElatitude,NElongitude, NWlatitude,NWlongitude, SElatitude,SElongitude, SWlatitude,SWlongitudepoints. Other application(am don't know exactly) will insert the data into this columns. Using that data in C#.net desktop application, i have been asked draw rectangles on screen.
