Is there an API for listing all the twitters of one specific location?

Dear all,

Does any one know if there is an API for listing all the twitters within a location.

Cause in Twitter Search API, it functions to list all the twits of specific locations, but not the twitters.

I don't think there is, no. The closest functionality would be to search by location and then grab the user details from the resulting tweets.
