Is there any way to convert a PDF to Word document via code?
I'm aware of several online sites that will do it however we cannot use them due to security concerns.

Opening the PDF in Adobe, copying all of the text and pasting into Word will not work as all of the text ends up jumbled around the place.

Is there any kind of utility that might accomplish converting PDF to Word (or rtf)?

I use and have had excellent luck with NitroPDF's software (http://www.nitropdf.com/professional/convert-pdf-to-word.htm) for conversions in both directions. But if you're looking for a solution that exposes an interface you can automate through code, I'm not sure if they do. I highly recommend checking it out if possible.

A quick Google search turns up the following: http://www.pdfonline.com/easyconverter/sdk/index.htm. It is apparently a COM interface that can be used with a number of languages, but I've never used it so I can't vouch for the reliability of its translations.
