IO Error while parsing file '/WEB-INF/com.ibm.ws.console.core/console-defs.xml'.
Connection refused: connect
I got the above error when i am trying to connect to admin console of IBM websphere.

Where is the stack trace?
If you admin console is completely screwed up you can reset that using the following command: iscdeploy -restore
Do not issue this before you identify what is the actual problem.
If you want people to help you provide as much info as possible.

@ Manglu.. where to execute this command. if it try to login into admin console page. it display Page Cannot found error.

It should be in the bin directory of your WAS installation. As i said earlier use it only when you are assured that your admin console is not in a good state.
