Choosing Open Source software for building GIS Application

Hi,

Can anyone please tell me which is the best Open Source Software should i go for ......if i have to build a Desktop GIS Application ....which involves Spatial Querying both feature based and attribute based.....

Languages that i wud be using C# .Net

any idea about MapWindowGIS and MapObjects
