Depends what you want to do. Flex is basically a client-side language; PHP is a server-side language.

Flex is pretty much Flash, which is started *after* PHP is already processed. PHP creates the webpage on the server and then the client runs the Flex application.

Flex is designed for building User Interfaces on the client. PHP is designed as an application server. Comparing Flex to PHP is like comparing Google to Firefox.
They may be related, but a direct comparison does not bring much benefit.
