401.2 error on IIS

I have problem when setup web on IIS 6 using anonymous authentication.

I have two webs under 'Default web site'. Both of them are using anonymous authentication as only authentication method. Account used for anonymous is IUSR.

Folders hosting both websites have same permission setting.

One website, I can visit it without any problem. But another, I always 401.2 error.

I am so frustrated.No matter how I setup permission, that website just give me 401.2 any way!

Can you guys help me out?
