If versions of Android prior to the yet-to-be-released Froyo can't support tethering, why does HTC's Europe page say that it is actually possible?

in the us is ilegal, that's why, tethering is a matter of software not hardware ;)

it's "illegal" not illegal :P but almost the same, you can't go to jail, but you can't keep your phone services
