The Zend Framework uses the new BSD license, right? http://framework.zend.com/license

I'm developing a CMS that uses ZF.

Look at the third condition of the license. Does that mean that I cannot write, in any place of my CMS's website, that it uses ZF?

Is it illegal ff I write: "... is a Content Management System based on Zend Framework ..."?

Neither the name of Zend Technologies USA, Inc. nor the names of its contributors may be used to endorse or promote products derived from this software without specific prior written permission.

This says that you can't use the name of the company or its contributors. One interpretation could be that this does not apply to the name of the product. But I am not a lawyer and this is not legal advice. And I do not speak for Zend Technologies Inc. (I did work as an employee of Zend in 2006-2007).

In any case, you could simply ask for permission and see what they say. The ZF team is pretty friendly and responsive. See http://framework.zend.com/contact
