how to make android activity show above keypad screen lock

Question

I would like a receiver to show an activity even if the device is in sleep or locked mode. It works well, the only issue is that it is not displayed if the device is locked. i tried working is the power management, and the receiver does acquire the lock but still it doesn't do the job.
